Oldham Council appointed HLP to develop a spatial masterplan and deliverable action plan for Royton District Centre. The study establishes a vision for Royton and provides a framework for future development and regeneration of the town centre.

A programme of stakeholder and community engagement informed the plan’s development to consider social and economic issues alongside environmental issues.

The masterplan, underpinned by a commercial property market review carried out by Colliers International, sets out a series of infrastructure and themed strategies supported by a delivery plan and outline financial implications to help guide investment priorities and economic assessments over a five to ten year period.

The strategies harness and enhance the town’s existing assets, aiming at cumulative reinforcement of Royton’s physical and perceived character and identity
