HLP prepare design codes as documents which set out design guidance and rules for the development and regeneration of neighbourhoods.

The design code embodies the shared vision of all key stakeholders, including the community, based on a consensus building approach and intensive consultation.  This approach ensures that design aspirations are achieved through a consistent approach to design quality and standards.
 
Design codes are particularly useful in controlling and managing the design of large scale and multi-phased projects and inform and assist the planning process through proving clear design frameworks for the implementation of masterplans.  They act as a tool for local authorities to sustain design quality and consistency and to facilitate the assessment of planning applications.  Projects which have used design codes in this way include; Cleadon Park, South Tyneside - an award winning development of a former problematic estate into an integrated mixed tenure residential development including open spaces, public realm strategy and mixed use elements.
 
Anfield and Breckfield, Picton and Edge Hill, Liverpool - redevelopment of large scale inner-core housing neighbourhoods.  Code development included multi-layered consultation and was led through a design working group comprising CABE enablers, English Heritage, community representatives, local Councillors, local authority representatives as well as lead developers.
